POSITION PAPER POLICY

Position Papers are required for delegates wanting to be eligible for an award.

Position Paper Policy

CAIMUN has taken a unique approach to pre-conference preparation of delegates. Its position paper policy, having been a successful staple of the previous iterations of CAIMUN, is coming back once again as a requisite for all committees. At CAIMUN 2019, all delegates will have the option to choose between 3 distinct types of position papers: standard position paper, press release, and diplomatic cable.

Position Papers are due on Friday, May 3rd, 2019 at 11:59 PM.

An exemplar Position Paper, Press Release and Diplomatic Cable can be found here. Note the following:

  • Position Papers, Press Releases and Diplomatic Cables must be one page per topic.
  • A single Works Cited or Bibliography is required at the end, and can be as short or as long as it needs.
  • The Press Release can be addressed to any news corporation local to the delegate's country position (or an international news corporation).
  • An article title for the Press Release is not necessary.
  • A Diplomatic Cable should be addressed to a foreign minister from a head of government – for example, in this exemplar, the Prime Minister of UK addresses the Foreign Secretary. The delegate was representing the United Kingdom in the FIFA Committee.
  • The paper must be in Times New Roman, 12-point font, and single-spaced.

PRESS RELEASE
A Press Release is an official statement of policy from a national government, analogous to a national press release in real life. It is intended to be a public statement, and will often include political rhetoric and posturing. A good press release will attempt to “spin” your country’s position on controversial topics to defray any criticism.

DIPLOMATIC CABLE
A Diplomatic Cable is a confidential, internal document that discusses a country’s strategic interests for a particular topic, which may differ significantly from what your government discusses openly. Whereas the Press Release is a public statement, the Diplomatic Cable can be compared to a confidential policy memo for your diplomatic corps. A good Diplomatic Cable will demonstrate a sound understanding of your country’s internal motives behind a policy decision. Diplomatic Cables will only be viewed by the CAIMUN staff, and will not be accessible by other delegates.

STANDARD POSITION PAPER
A position paper is a brief overview of a country’s stance on the topics being discussed by a particular committee. Though there is no specific format the position paper must follow, it should include a description of your positions your country holds on the issues on the agenda, relevant actions that your country has taken, and potential solutions that your country would support.


GENERAL RULES

CAIMUN COMMITMENT OF CONDUCT
As a Model UN conference that is both an educational and social event, CAIMUN recognizes that we have a responsibility to provide a safe, inclusive and rewarding experience for each and every delegate who participates in our activities and committees.

Likewise, in order for such a high-quality environment to be maintained throughout the conference, delegates and sponsor teachers must commit to meeting certain standards of behaviour, which will aid in improving every participant's experience.

Attending a Model UN conference, especially one that gives a large amount of creative freedom and autonomy, is a privilege that CAIMUN reserves the authority to protect under this Commitment of Conduct, which may include the ability to notify sponsor teachers, suspend delegates from debate or Internet/electronics privileges, report delegates' actions to local authorities, and bar their participation and board at the conference. We strive to balance the enjoyment of Model UN with the responsibilities and obligations we must uphold while facilitating a conference for over 800 participants.

I, AS A DELEGATE, COMMIT TO:
Being respectful to all other delegates, staff, Secretariat members, volunteers, hotel guests and other members of the conference. I understand that this includes but is not limited to:

  • Treating other delegates and guests of the hotel with respect and politeness, and resolving conflicts peacefully or with the assistance of CAIMUN staff and Secretariat;
  • Seeking help from sponsor teachers, CAIMUN staff, volunteers and Secretariat when I feel uncomfortable, disrespected or that my rights are not being upheld;
  • Following and respecting all rules and requests from Hyatt Regency Hotel Staff;
  • Following and respecting all rules and requests from CAIMUN committee staff, Secretariat and volunteers;
  • Maintaining an acceptable level of volume in hotel rooms;
  • Observing the curfew set by the CAIMUN schedule by staying in my assigned room during curfew period;

Being professional in my committee sessions. I understand that this includes but is not limited to:

  • Attending all my committee sessions, and notifying my committee director prior to a session in person or via email if I will be missing it;
  • Using English only during my committee sessions, and refraining from using any offensive affected accents;
  • Wearing western business attire during all my committee sessions
    (Men - suit or a jacket with dress pants, with a dress shirt, tie, and dress shoes
    Women - a dress, suit, dress slacks, or skirt, with a blouse or sweater and dress shoes);

Being a law-abiding citizen, in the spirit of Model UN. I understand that this includes but is not limited to:

  • Not possessing or using any alcoholic, illicit drug, or any other illegal substances(CAIMUN will immediately bar delegates who are found in violation of this from the conference, and notify their sponsor teachers and the local authorities);
  • Not engaging in disorderly conduct or violence towards any member of CAIMUN, guests of the hotel or members of the public;

Being responsible with electronic and Internet privileges provided by CAIMUN. I understand that this includes but is not limited to:

  • Using electronics (such as laptops or smartphones) and the Internet for committee-related purposes only during committee session;
  • Posting respectful and relevant messages and posts in CAI-Forum;

Understanding that CAIMUN Secretariat and staff are empowered to enforce the commitment above for the benefit of the conference and its participants as a whole.

I, AS A STAFF MEMBER OR VOLUNTEER, COMMIT TO:
Producing an enjoyable and effective committee experience for delegates. I understand that this includes but is not limited to:

  • Being present and focused on committee during all committee sessions;
  • Being friendly and positive in all interactions at the conference;
  • Accepting polite, constructive criticism from delegates, sponsor teachers and CAIMUN Secretariat;

Being respectful to all delegates, other staff, Secretariat members, other volunteers, hotel guests and other members of the conference. I understand that this includes but is not limited to:

  • Treating delegates, other members of CAIMUN and guests of the hotel with respect and politeness, and resolving conflicts peacefully or with the assistance of CAIMUN Secretariat;
  • Following and respecting all rules and requests from Hyatt Regency Hotel Staff;
  • Following and respecting all rules and requests from CAIMUN Secretariat;
  • Maintaining an acceptable level of volume in hotel rooms;
  • Observing the curfew set by the CAIMUN schedule by staying in my assigned room during curfew period;

Being helpful and of service to delegates and sponsor teachers. I understand that this includes but is not limited to:

  • Offering assistance to those delegates who require it, especially in the case for novice delegates;
  • Answering questions via email, note or in person in a professional and timely fashion;
  • Mediating conflicts in accordance to common sense and CAIMUN policy;
  • Asking for assistance from CAIMUN Secretariat when I feel uncomfortable, disrespected or that the situation is out of my control;

Enforcing all conference rules and the delegate commitment fairly. I understand that this includes but is not limited to:

  • Being professional and unbiased in all my behaviour and decisions throughout the conference as a representative of CAIMUN;
  • Using English only during my committee sessions, and refraining from using any offensive affected accents;
  • Wearing western business attire during all my committee sessions
    (Men - suit or a jacket with dress pants, with a dress shirt, tie, and dress shoes
    Women - a dress, suit, dress slacks, or skirt, with a blouse or sweater and dress shoes) ;

Being a law-abiding citizen, in the spirit of Model UN. I understand that this includes but is not limited to:

  • Not possessing or using any alcoholic, illicit drug, or any other illegal substances at the conference (CAIMUN will immediately bar staff members who are found in violation of this from the conference, and notify their school/post-secondary institution and the local authorities if appropriate);

  • Using electronics (such as laptops or smartphones) and the Internet for committee-related purposes only during committee session;
  • Posting respectful and CAIMUN-relevant messages and posts in CAI-Forum;
  • Enforcing the above commitment by removing or requesting the removal of disrespectful and irrelevant posts if necessary;

Understanding that the CAIMUN Secretariat are empowered to enforce the commitment above for the benefit of the conference and its participants as a whole.
